Farmers told members of a House Agriculture Subcommittee on Wednesday that disaster aid such as WHIP-Plus has been slow to respond to natural disasters, typically because Congress must reauthorize the program for each year. Farmers and lawmakers floated the possibility of a permanent disaster program, and the idea that it could be run by the crop insurance industry.
